The law outlines the powers of the Cabinet of Ministers, the Ministry of Digital Technologies, and its subordinate Agency for Space Research and Technology, as well as the Ministry of Defense in the realm of space activities.
It also addresses issues related to conducting scientific research in outer space, types of space systems, such as Earth remote sensing, space monitoring, state space monitoring, space communication systems, and high-precision satellite navigation systems. Additionally, it covers the use of space rocket complexes (launch sites), the labeling and leasing of space objects, the disposal of space objects and technical means, the safety of space infrastructure and operations, the foundations of funding activities, and issues of international cooperation.
The law places particular emphasis on matters such as the exploration and utilization of outer space and Earth using space technologies to achieve goals in scientific, socio-economic, and environmental fields, as well as in defense, security, and other areas. It also addresses the monitoring of the impacts of space activities on the environment, natural resources, and public health.
The law stipulates that the development and implementation of strategic directions and state programs in the field of space activities, as well as assisting in identifying violations of legislation in economic sectors through the processing of space imagery, are among the primary focuses of state policy.
Senators noted that the adoption of the law will regulate the field of space activities, clearly define the responsible authorities, their powers and duties, and establish legal guarantees for conducting space activities while mitigating potential risks and ensuring environmental protection, defense, and security.
Furthermore, this will enable us to effectively carry out activities across the country in all sectors, including land relations, geology, seismic safety, transportation, agriculture, forestry, water management, and road infrastructure.
Following the discussions, the law was approved by the senators.
